SAFEGUARDING A KEY BUREAU AT THE DEPARTMENT OF STATE

How We Did It

When a nonprofit coalition that works to resettle refugees and asylum seekers in the U.S. was threatened by a proposed reorganization at the Department of State, it turned to the Cogent team for help. We immediately drafted legislation to prevent the department from eliminating the Bureau of Population, Refugees, and Migration or from moving its functions to another agency without explicit congressional approval.

We then pushed for inclusion of the proposed language in the department’s funding bill. At the same time, we launched a digital campaign to increase awareness of the valuable contributions refugees make in the United States. The FY18 State and Foreign Operations Appropriations bill carried favorable language, and the client credited Cogent with this key legislative victory.
