How We Did It

A multinational manufacturing company whose product had become a target for illicit trade by organized crime syndicates and terrorist organizations tasked Cogent with the unique challenge of elevating awareness of this global security threat and shaping effective policies to combat it. Equipped with powerful testimonials and compelling messaging, our team worked closely with top lawmakers to secure introduction of bipartisan, bicameral legislation to address illicit trade of our client’s product on a global scale. Prior to bill introduction, Senate Appropriations Committee language was secured mandating the Department of State to submit a strategy for combatting the illicit trade of the product.

We also partnered with congressional staff to insert a reporting requirement into enacted anti-terrorism legislation and worked to ensure that a description of the national security implications of the product trafficking was addressed in the annual National Defense Authorization Act. Finally, we secured high-profile press coverage and recruited third-party validators to turn up the heat for our call to action. This included coverage by The Washington Post, Defense One and Federal News Radio and on-the-record statements by the Foundation for Defense of Democracies and The Terrorism, Transnational Crime and Corruption Center at George Mason University.
