With a deep bench of relationships in our nation’s capital and in state capitals across the country, Randall Gerard knows how to leverage regional storytelling and grasstops to move the needle in Washington, DC. As one of Cogent’s principal liaisons for outreach to Republican leadership, Randall spearheads government relations campaigns for a range of clients on policy issues including tax, energy and environment, telecommunications and education. Randall is an active member of the Republican Governors Association’s National Finance Committee and maintains close ties to governors and their staffs across the country, participating in key leadership conferences throughout the year. Randall marries his knowledge of and inroads to both state officials and federal policymakers to devise comprehensive strategies that sway opinions and change minds.  

After two decades as a top government relations expert, Randall has achieved many notable wins for his clients. He successfully quarterbacked a robust, five-year tax reform strategy on behalf of one of the nation’s leading business associations that resulted in the 2017 Tax Cuts and Jobs Act (TCJA), the first comprehensive tax reform legislation in nearly 30 years. Randall also secured hundreds of millions of dollars in federal appropriations to ensure a prominent New York utility, and the customers it serves, were not financially devastated in the wake of the 9/11 terrorist attacks.

An Arizona native, Randall began his career on Capitol Hill serving as a staff member for the Senate Commerce, Science and Transportation Committee then chaired by his home state senator, the late John McCain (R-AZ). Randall now calls both Washington and Texas home, splitting his time between the Beltway and Dallas. When not walking the halls of Congress, Randall can be found pacing the court as coach of the Sassy Unicorns – his daughter’s basketball team.

Randall earned his bachelor’s degree from the University of Colorado at Boulder. He is a current member of the University of Colorado Leads School of Business Mentoring Program.
